a new higher band of graduated VED (band G), set at £210 for petrol cars, will be introduced for the most polluting new cars (those above 225g of carbon dioxide emissions per kilometre);
...Petrol cars. So does that mean that this new band excludes diesel cars?
But look at the table that Blue Meanie refers to - diesel is even more

'I'm not sure I'm happy at seeing Conservative politicians asking for a £5000 punitive tax on 4x4's'
Talk about rampant uninformed political opportunism, and some of you think labour is bad after a £25 car tax hike 2007 TDV6 HSE 'Silver Lady'. With 'free' privacy glass LOL.

Nothing in that band for petrol either.
Still - the headline reads that there will be a zero band as well as a punitive rate band! Designed to look as if it is a revenue-neutral move.
Interesting to note that the headline also reads "top 1% of gas-guzzlers to pay more".
Now, given the threshold is 225 g/km, I would expect that a good deal more than 1% of current traffic will be hit by this.
