How many bikes...? Wouldn't go near the tailgate hanging racks for more than one or two - not just solidity of the rack, but the difficulty of hanging the bikes securely so they don't bounce around and scratch the paint... Then you need a trailer board anyway as the number plates and lights will be masked, so you may as well just get a towball mounted rack...
Mine doesnt swing about, as said "it's solid as a rock"
Mine doesn't damage paint - all metal fittings are overlayed with rubber.
Mine doesn't require a lightbar or extra number plate, as all is visible.
But that's just mine, cann't vouch for any other Tailgate Hanging racks !
And as said, wouldn't recommend heavy or multiple bikes [2 x lightweights max]
Oh I can also tow my caravan, with my bike on rack [and kayak up top]. I was a normal heterosexual chap, but in these new woke awakenings I now identify as a Wardrobe.

foofighter - I like your approach. Have you considered getting a fabricator to extend / make you a longer pin ?
