D3 hasn't been starting in freezing conditions

So the D3 hasn't been starting if the temperature has been below freezing. I asked for the glow plugs to be checked when it was serviced but told they were all ok. Next was to search on here and I found it could be the diesel filter (this wasn't done on the service as I was trying to save some cash)

So I bought a filter and spent 30 mins yesterday fighting the old one to try and get the pipes off. In the process I knocked the drain valve covering myself in diesel. I gave up and left the old filter on. This morning at -3 degrees the car started on the button. I'm hoping it was just water in the filter freezing. Only time will tell.
