This doesn’t help you but what Portugal is doing is most likely not according to EU law... sounds like the tax authority there has their own interpretations - just like we have here - and is playing the waiting game. So far the Finnish authorities have appealed all the way to EU and eventually lost. 
Here, if you claim residency, you can’t drive with a foreign registered vehicle. It’ll get impounded, you’ll get a metric  ton of fines (+ the taxes that are due) and that’s that.

well,
what the page of the general traffic management in Spain says is: If you are a citizen of the EU and you move to live in Spain, you can use your vehicle in this country while it is still registered in your country of previous residence.
You will have, or will be able to, register your vehicle in Spain from the moment you become a resident or if you are the owner of a company, therefore, I understand that if you are not a resident, do not live here for more than 6 months a year or do not have a property, you could not register your car in Spain.
The registration tax
EU citizens who register and use their vehicle in Spain have to pay the following taxes:
Registration taxes: depending on the CO2 emissions of the vehicle
The tax rates are calculated as follows:
Emissions of CO2 <or> 120g / km and <160> or equal to 160 g / km and <200> or equal to 200 g / km, or vehicles whose emission levels can not be verified: 14.75% lost in translation!

do not fear that I had not appreciated any complaint about me, I have expressed badly!!!
.....on the other hand, I think the only possibility you have left is to pay or come to live in Spain, and you would be well received ... I fear that before the fiscal tricks, our legislators take us advantage and have already contemplated any possible way to avoid paying the abusive taxes as you are bound, is precisely the reason why they decide to charge it, because they know that you will not be able to avoid go through the money box lost in translation!
