Fixed tow bar adjustment
I have a Land Rover approved fixed tow bar when I lock my Thule bike rack onto it the position the rack sits means that the end of my handlebar is touching the rear screen so I was wondering is there any sort of spacer plate available which I could add between the plate and the tow ball to give me some extra clearance, I have played around with the tow bar and it will sit slightly angled to get my bars away from the screen but this allows some slight movement in the rack

There is a spacer available, but it is a very narrow width.
Here 1.5" :
Given that you are only applying a very light load to the tow bracket (compared to a trailer...) I would look at removing the tow ball, and bolting a more 'appropriate to your needs' bracket there.
If you find a local engineering firm, they may well be able to Mill you a spacer plate and supply bolts to suit.
Photograph your setup, and you'll get some expert engineering options and ideas from here I'm sure.

There is also a 50mm spacer available. But do you also tow a heavy trailer? If so be careful about extending the tow ball to far and make sure the new bolts are up to the extra loading. I’d say any motor factors should have those spacers.
