It won't be long before it'll be cheaper to bulk buy in France. Currently diesel is 1.098 Euro per litre (source AA roadwatch http://www.aaroadwatch.ie/eupetrolprices/) - that's about 75 pence in real money.

Not too worried about £1 / litre. For a diesel D3 that does 30-35mpg, that's not going to make much of a dint in day to day running costs or residuals.
However... Much more worried about the punitive £1,800 rfl proposed. That will kill the residuals if my car is affected , and will also kill LR stone dead too if its core models come into the bands. Even if it tries to make engines / models to fit in the lower bands, the lead time for development & testing for a new model would mean it would be way out of time.
Off track for a moment: no-one seems to be mentioning how older cars are much more polluting than modern ones, nor how we should be cracking down on poorly maintained cars that spew fumes. Discovery 3 tdv6 7 seat Buckingham Blue

Thats because the whole CO2 debate / debacle has not been thought out properly. There is far too much hype surrounding the whole issue. Some very simple things can be done at / at work etc to rid the world of many tons.
