First thing to check is if it has come unplugged. I don't know if they share a plug with the lower element. If not you can change each element. Don't know how much of a pain it is though. 2006 TdV6 HSE.

Unusual for the back element to fail, check the wiring is not damaged or unplugged. It can when others can't,
It will when others won't,
It goes where others don't.

Four torque screws hold the bottom squab in place, put the seat in max height as far back as poss and take the two front ones out from underneath behind the front heel cover which pulls off with max force, then move seat as far forward and high as poss and take the back two out accessed from rear pass door under seat, might be better to do these two first as it will guide you to the location of the front two, gently lift the squab and release any cables and note how they are fixed, you can then examine all the cables and plugs. Usual problem is the cables have been caught and damaged or may have pulled the plug out from the front socket.
The heater cables (one for base one for back) enter the the seat in the centre where the drivers coxis bone is ISTR they are greyish in colour and are heat resisting. It can when others can't,
It will when others won't,
It goes where others don't.
