I have an 09MY HSE and it's not standard.
The front AND rear bumper changes are an option. Those lovely square holes in the rear are for show.
The exhaust does not come out of them. When fitting the rear bumper bits, a exhaust muffler kit is required to change the last bit of exhaust so it points DOWN behind those square outlets.

The lower section of the rear bumper drops below the level of the edge of the spare wheel by around 3 inches in comparison to the normal bumper by the looks. Going to have an impact on departure angles and probably act as a giant scoop when off-road. If buyers of blingy bumpers ever intend to go-off road that is 21 year LR veteran > D2 GS 2003 > D3 S 2006 > D3 HSE 2009 > D4 HSE 2013 > D4 HSE 2015 > D5 HSE 2018 > DS HSE R-Dynamic P300e 2021
