You could use something like F10. Ok, it os a vetinary disinfectant, but was originally used in hospitals for cleaning cathaters etc.

It is safe around people and animals, as i use it in the birds baths and is safe for them to ingest at the lowest mix solution, so no risk of poisoning if spilt etc.

Has a very wide bacteria spectrum and isn't overly priced.

i cleaned my bottle about 12 months ago and all sorts of algae came out.

It is better to take the bumber off, but if you stick a hose pipe with a small diameter pipe on the end and push it all the way down to the bottom you can just flush it all out.

the pipe on the top pipe of the washer bottle just pulls off as well, so you can get a hose pipe right into the tank from the engine bay.

Had a similar issue in a previous car - turned out to be a dead mouse (presumably alive when it went in) in the washer bottle.

Stank like a bad smelling dog and the fur started to come off and clog up the jets.

The garage where they found it had to bleach the floor as the washer liquid they spilt stank the place out. Oh and it had got sucked into the pump so was somewhat elongated, dyed blue and mummified.
