That's what mine was doing. I removed my matrix and after draining it down. I filled the matrix in the sink to check flow. I'm guessing you could possibly test it still on the car by connecting a garden hose to the heater input pipe in the engine bay and run some low pressure water through to see if it flows out of the heater output pipe .

How big a job is it to remove the matrix?

Remove centre dash including controls and radio etc. It's all torx screws. Remove tunnel console back a few inches then undo screws behind where radio etc was. Undo panel beneath steering column and footwell panel too. You'll see heater pipes into matrix. I cut a piece of hidden plastic to save removing dash further. Matrix slides out tightly into drivers footwell.after undoing the hose clamps. Be carefull with the o rings

Check the engine oil temp 2sensor in the sump Thumbs Up

If this is playing up, the car thinks its in -30 Artic temps and it priortises heat to the engine block, and not to the HVAC.

How do you check to see if it’s working? Not showing anything on diagnostics. 👍

I had symptoms of high idle speed, clunky gear changes and HVAC would only work after 10-15 mins.

Look for the live feed of the oil temperature sensor with iid tool.
