Sadly another example of the bureaucracy the uniform guys work under. Clearly someone has called them alleging the boys have damaged a fence. 10-20 years ago, a quick word would have been had, nothing had come of it and that would have been that. Nowaday it needs a 'stop and account' form to comply with Home Office directives. And a relatively straightforward chat is thereby forced into a more prolonged and official act that mum and dad go to the press about....
Time to turn the clock back to a more common sense age, and that's something only politicians can do.

So if they suspected the boys of breaking a fence then why didnt they caution them verbally? That's why when you get stopped by PC Plod when speeding he/she immediately rolls off the 'You do not have to say anything.....' script.
In effect the boys were 'detained' by the Police and possibly without any proper grounds. The filling in of paperwork is simply an ' covering' exercise!! It's well known in law enforcement circles that the more you write down the more you are trying to give yourself a 'get out' clause for use later on
I suggest the parents make a complaint to the IPCC as a matter of course

in all fairness pete, they have to write everything down to cover their a s as it's usually 6 months down the line when they are sued for something that may/ may not have actually happened...
and as the legal system in this country seems to favour the criminal they need to take every scrap of evidence in the vain hope that one day, someone might pay for the crimes they commit..
they've got a tough/ thankless job... no need to kick em while they're down though...
i know there are some t+ssers in the plod but that doesn't mean they're ALL t"ssoers... one wife.......livid

Let's just say I have 1st hand experience of knowing and being PLOD
It's a typical overreaction by cops with nothing better to do....a broken fence for god's sake...may or may not be criminal damage but then again....I've had my car keyed 3 times with 'suspects' in the vacinity yet my local PLOD allocated a time response of an hour....hmmmm......perhaps if the idiots who keyed my car had only had been 'going equipped' with a sledge and snowballs then that might have made it an urgent matter
Since when can you get a cop to turn up to anything less than urgent....

Pete, the 'Stop and Account' form is a requirement, not just an a*se covering exercise. Although as ad points out, in this day and age given the amount of litigation and people like yourselves urging complaints at every turn, some documentation after the event is a sensible thing.
Scarce resources also lead to calls being prioritised. When there's spare capacity, you'll get a timely response. When the box of cops is empty (four to five hours now required to deal with a simple arrest like shoplifting), then graded response kicks in.

blowpipe hit the nail on the head,
the length of time it takes to process an arrest now is a joke, it can take up most if not a whole shift to process a simple arrest for shop lifting, and like he said, if the pot is empty, then it will take longer,
i'd hardly call a car being key'd as an urgent matter needing a fast response,,,,,
i ALSO have first hand experience of plod.... one wife.......livid

Perhaps by telling the boys off for using a sled, it has prevented them going down the slippery slope of crime
