Question on Borg & Beck pads

Hi all

Sorry for the stupid question, but my Borg & Beck pads came with a blue backing plate, see pic (I took the plate off on the left one)

Do these need to stay on?

I am asking as my previous pad did not have that backing plate. No mention I can see of these in Bodsy's brake bible
