Rear tailgate number plate fixing (not self-adhesive) tips?

I need to fit a plastic frame to my lower tailgate into which I will slot my Swiss (pressed metal) rear number plate.

The original UK rear numberplate was stuck on with sticky pads. When I pulled that off, I found that there are two 8mm hexagonal holes (covered with gaffer tape) but there aren't any captive nuts behind these holes...

I was wondering if there is some special (or generic) fixing that is designed to fit into this factory hole (from the outside) as I don't want to disturb the paint if I can avoid it.

I've done a quick Google around and a few searches on here and it does appear that self adhesive pads are very common these days in the UK but they aren't my first choice because the rear face of the plastic frame that I've got to hold my metal plate is moulded with a webbed/ribbed pattern and there aren't many flat surfaces that would accept sticky pads.

Regarding my plan B, perhaps I would have to remove the interior trim panel and use a simple nut and bolt passed through from the rear. Any tips for removing this panel? Do you just pry-off the metal clips that hold the tailgate stays and then pry-off the interior trim panel?

I believe that there are fixings that other markets use which are a bit like a raw plug. When you tighten a self tapping screw it pushes out a barb to fix the plug in place. I'd guess the US members with LR3's & 4's may be able to help with the actual part?

I will try my local parts department... Hopefully they wont mind supplying such a low value part to someone who hasn't sourced the vehcile from them!

A 8mm hexagonal "raw plug" type plastic grommets that will take a self tapping screw.
