If the shoes are not sitting against the stop, the cable has not released fully. There is no way to release it, other than via diagnostics
However, it can be released if there is tension kept on both cables. It is a 3 person job though.
1 person on each side, with a pair of pliers on each cable, and another person to apply then release the EPB...My D3 Build Thread

Well I managed to sort it. The cable had indeed not released fully.
In the end I ended up using the manual handbrake release under the flap by the EPB switch.
It released it enough to squeeze the disc back on. Did as the bible says but now the parking brake is sticking on. I decided I’ll leave it until tomorrow to sort.Black disco3 XS

I would suggest that you may have something wrong with the assembly as they should go on without too much trouble. With the EPB off (handbrake off) the mech should all be back home.
Because you have pulled the emergency realease cable you will now have to get the module relatched, you need a diagnostic tool to do that.
Also you need to the tool to try to unjam it now as well, because if you have operated the epb without relatching the cables then its going to be jammed on.
If its jammed on then your going to have to remove the epb cover and release it manually as I have only once had my diag tool release a jammed park brake, normally it has to be done the manual way.

this is the wedge with the serrated edge on the bottom, on new shoes it can be lose and move down away from the shoe edge, this may stop you getting the disk on.
