Rusty bumper and are these bolts supposed to be missing?

Rusty bumper and are these bolts supposed to be missing?

I have found some heavy rust under the towbar cover as below, what do you think is the best remedy? I don’t use the towbar so am not worried about that, but of course I need to stop the rot spreading.

Also, what are these two bolt holes for? They are unused to both the right and left hand side of the car but the matching bolts the other side of each member are in place.

I think that's where the brace supports bolt onto for the heavy duty tow bar!

Correct but bolts should have gone back in really Thumbs Up
