Most touch up paints are too thick and the brushes also next to useless.
Thin a few drops of touch up paint with celulose thinners and then use a cocktail stick to apply to the scratch. Capilliary action will transfer small controlled amounts to the scratch.
Here's the trick - most touch up paints are celulose thinner soluble and most modern vehicle finishes are not, so if you're not happy with your handwork wipe with celulose thinners and the touch up paint is gone, leaving the original vehicle finish untouched and ready for a second attempt.
Test on an inconspicious area first !
