Sound proof plastic wrapping

Getting to the bottom of my wet footwell I found soggy sound insulation sponge in a plastic bag in the hole under the passenger side wing vent.
I'm planning to stuff this back in now it's dry but want to rewrap in a sealed plastic bag first . Does anyome have any recommendations for a solution to securely seal the sponge in using something tough enough to stand up to the installation process (ie stuffing it in)?

It is always soggy and I reckon this will be another rust problem as the cars age.

I would hazard a guess it is to prevent wind noise at speed.

Thanks for the suggestion. Unfortunately searching 'closed cell foam' doesn't give me what I need . For cars insulation, this search shows rolls of flat-ish insulation. My piece of foam, which is roughly a pyramid type of shape, is fine, I just need some wrapping for it and a way of sealing that wrapping.
Any ideas/suggestions anyone?

Dry out the foam and then heat seal the plastic bag.....

Did it on both sides of the D4 I had. When they were out I’m sure the road noise was louder with them out
