Speedometer needle

A bit of an odd one this, the speedo needle on my 13 plate HSE flickers ( illumination wise) when the cars started then settles down after 30secounds or so,no warning lights or other electrical issues, any ideas ?

I have checked the charging rate and it’s a 15volt starting charge ( it’s cold up north );followed by a gradual decrease to 13.8 volts after 20 minutes or so of running at idle ,no doubt it will drop down with further running

So after reading the article ,I assume to no absolute answer to the issue apart from a new instrument cluster at mega£ so I feel it will left flickering until it completely fails and then use the digital speedo in the dark :D
