Try the fuse - panel behind the lower glovebox - instructions in manual.
Cannot remember which number fuse on D3, but again, instruction manual will describe
Hope you have thin fingers - the fuse panel is a swine to get at and replace fuses.
Failing that, may be faulty clock spring in steering wheel
Oh, and welcome to the site

Early D3's have issues with the wiring loom of the control buttons, CC and audio.
Replacing the complete button unit should solve the issue.
Easy job to do yourself if you are able to pull the airbag. (look at a "steering wheel change thread" for a How To). Inexpensive part if ordered from site sponsor The Large One (aka known as Nick from Yeovil).CLUB ILLEGAL CAR WASHERS

I had a problem with mine recently where they sometime wouldn't work or other times the functions became "confused" where the volume button would change radio stations and other such strange goings-on.
I ended up removing the airbag to check on the wiring inside, I unplugged the connectors, jiggled the wires about a bit and put it all back together and it's been fine ever since.Clive

I had this issue with my cruise control buttons. I could turn it on most times by striking the whole mess of buttons with an angry balled fist. I think the Rover knew I meant business and it wanted to stop the daily beatings. A couple weeks of this everything has worked perfectly for the past 6 months or so. I love these British vehicles.

Thanks alot for that Adam & all with a sensible reply.. I can't seem to be able to find which fuse it would be under in the handbook.. Does anyone know what the steering wheel electrics would be described as please.. Thanks..

As far as I can make out, there is no separate fuse for the steering wheel controls.
There's just a resistive ladder arrangement with two connections from the buttons via the clock spring to the audio head unit.
There's a fuse for the head unit of course, but it that was blown you'd get nothing at all.Clive

in my D4 it is a 5amp fuse - ref. no 51 in the passenger fuse compartment 'Steering Wheel switches' (mine blew not longer after picking it up) - could be different in D3 - never had a steering whhel switch fuse issue on D3, so cannot confirm if different - so CRwoody is probably right

Thank you all for your help
All sorted.....
I took the airbag off the steering wheel thanks to your tool diagram..
Found a little yellow wire had broken off.. Fixed the wire, started the car & it all works a treat..
Well pleased.
Didn't cost me anything.. Cost my neighbour a metal coat hanger..
