| Tailgate only opens with key fob |

The ailgate on my 2009 D3 wont open by just unlocking the whole vehicle via keyfob. It will unlock sometimes if I press true keyfob and button on dash at same time but will almost always unlock by pressing the LR emblem on keyfob as its programmed to do so. I’ve cleaned out any crud from the locks but it still wont work when unlocking the whole vehicle. I don’t think its the actuator.
Has anyone got any idea why this would be or what can be done
