I know this is an old one, but did you ever get this resolved? I have the exact same symptoms....

I presume this wouldn’t be an option on my ‘07 D3?
Would be great to go out to a warm car in the morning tinted, split charge, D4 rear lights, clear repeaters, RLD spare wheel protector, rear cage, Mantec LL, Prospeed rack and ladder, Hannibal side awning, Altox remote

Both my 2010 and 2016 did the same. If the coolant is still warm, remote heating runs the fans but not the FBH no matter how cold it is outside. There must be a point where the coolant temperature drops to a certain point and it will run but I've never been able to establish what it is. Last winter at -3 outside and a warm engine sitting for two hours wasn't enough.
Always works first thing on a cold morning though so that's what really counts! I think that's just the way it is.
There’s a different aftermarket option for your D3.
I can supply those as well.
I’ll drop you a message.
As for the D4’s not firing the Fbh, discoteca is spot on. The D4 will monitor and decide if the Fbh will fire up.
