Cargo Barrier or Dog Guard

I was in Hunter’s yesterday picking up some bits for my Defender and grabbed a copy of the Discovery 3 Accessories brochure. It’s dated 2005, when I compared it with my 2004 copy, I noticed a difference in the wording for the Cargo Barrier (VUB501170).

2004
Easily removed.

2005
Easily removed. Retains cargo according to EC regulation 17.
Can be fitted with Loadspace Mat but not Loadspace Protector.

I printed off the fitting instructions from the LR Owners site and that still calls it a Dog Guard!

Does anyone know what EC regulation 17 covers?

Is this substantial enough to be a Cargo Barrier? The fittings for the top section in the fitting instructions look as if they are just stuck to the C Pillar.
