Quite urgent...Front upper suspension arm.

I've got my new superpro bushes installed in the lower arms, ready to go on, but thought I'd change the ARB links at the same time.
The upper left hand suspension arm (wishbone) is quite stiff to move and feels like it's just flexing the rubber in the bushes going through the available arc.
At the moment it doesn't have the knuckle assembly weighing it down, but I assume it should move smoothly through the arc, so the bolts are probably seized to the bushes.

My question is, should I sort it as a priority before putting it back together?
Is trying to turn the bolts likely to unseized them?
Access to the rear bolts looks a bit tricky.

Isn't that how they are supposed to be?- bolts don't rotate, if the bolts rotate in the lower arms you've not tightened them up enough and you will be going nowhere, don't lock them up until they are at normal height.
 It can when others can't,

Not that the bolts are loose (they aren't) but shouldn't the arms be free to move up and down, rather than just 'flexing' from a certain angle.

No not the top arms, they should twist in the rubber bushes, and they are stiff.
