IIRC the new rule that stops you from cashing in the tax disc does not come into force until January. I will be cashing mine in at the end of July then getting a 6 month disc. I can then renew in February for 12 months the month before the new tax rates come into force Zambezi Silver TDV6 HSE, Privacy glass, Side steps and Maxxraxx 5 Bike carrier.

basically there was a change in the 2007 budget that meant if your D3 was registered previous to 23/3/06 ( 2006 budget day ) then the VED was a band lower than if you bought one from then on, they then decided that was grossly unfair in the 2008 budget and so decided to shaft everyone with a vehicle that has an engine greater than a 2CV's was instead, for every vehicle registered from 2001 and without the use of a gun, horse or a mask .....

From July 2001 all cars under 1,549cc first registered before 22/3/2001 qualify for the reduced £105 VED rate and this was backdated with rebates to November 2000. Cars first registered before 22/3/2001 1,550cc or over are taxed at £170pa.
From the April 2002 Budget, VED for cars emitting less than 120g/km CO2 was reduced by a further £30 to £60pa for alternative fuel cars, £70pa for petrol cars and £80 for diesel cars.
As from April 2003 the above VED rates were INCREASED by £5 each band.

Its a bit like private medical... you pay that, get taxed on it as a benefit if the company pays for it and STILL have to pay towards the NHS even though you will never use them apart from a 5 minute appointment to get the referral
The whole carbon offset thing for the 1st 45K miles is more of a conscious purchase (you can opt out of taking it) than anything else.
UK.gov don't give a stuff how their 'citizens' try and make a difference.
We've been putting our green waste in our non recycle bin for 2 weeks as we were away when the green bin was supposed to go out for collection. Having a garden means it gets full very quickly. And its been effectively a month since it was collected last... and boy did it smell like Krap.
On one hand they encourage us by foul means or fair, and on the other they screw us with longer waste collections, higher green taxes and totally ignore any extra effort we might go to - such as paying for carbon offsetting.

I have just written my cheque for 400 quid.
This is labours poll tax - they'll take the money now but they'll suffer later as I for one ( and a few other I know ) will never vote for them again.
Between me and my neighbour just normal people we must pay nearly 2000 quid for road tax alone. Whilst we do have 7 cars only 1 gets driven at any time.
I suppose it will help buy a new Aga for Gordon or some wall paper for the Speaker.
