Number plate not obscured by mine.
And it's questionable whether the lights are obscured.
I don't take out the RW fuse - I just don't use the rear wiper when on.
If I accidently switch it on, it just comes to a stop at point of contact.
It'll re-set itself back to it's normal position when rack is off.
slowly re-building my gallery after the wipe out !!!!

Affraid it's none of these.
It's an old boot rack that I've adapted to fit on all my vehicles over recent years.
Had it on a booted saloon, a Hatchback and also the D3.
Quite simple - 4 point surface contact [suckers] secured and tensioned N, W, S, & E by using straps with protected metal 'U' brackets.
eg 2 top of tailgate [1 x each side],1 x either side of glass frame & 1 at bottom of [top] tailgate
Also has security cable to prevent thieves nicking. slowly re-building my gallery after the wipe out !!!!

To be honest I haven't put bikes on it in earnest yet, but didn't seem to block the plate when I tried them.
Yes, thst is why you have to take the fuse out as the wiper would be stopped by the rack and I don't want to risk burning the motor out!

My rear wiper operates automatically if the front wiper is on and I select reverse
