From what I have been led to understand the IMEI number is added to a list by the individual service providers. If a phone that has been lost or stolen attempts to connect to the network it is rejected.
However, some foreign network service providers are not overly bothered about implementing this. Sharks: Natures way of telling surfers to get a job

Each individual service provide has a EIR - or Equipment Identity Register. The EIR is updated with IMEI numbers of phones, therefore the EIR is used to check if the phone is stolen or not, when authentication takes place.
The service providers have no legal obligation to share the details of the EIR with each other, unfortunately....

I've lost one - it went for a swim, and had one stolen. Orange were very quick in replacing both, and I've still got my old number. Plod on the other hand were about as much use as a chocolate teapot (apart from letting me use their phone to contact Orange. Most of the low life will use a phone for a few hours/days and then junk it before teh collar feeling can take place.
One little tip, and I know its too late for this phone, don't put vital like home address and holiday dates on your phone, or if yo do use aliases instead of real names (that was the one thing Plod were helpful about) - the same goes for sat-nav systems & PDA. Such info give the low life an easy task, all they have to do is find out you're away for a couple of week then they come round and take the lot (of course you might be sneaky and give the wrong dates and have to boys with baseball bats on standby......) Ah yes, the iPhone, roll on Friday for the GPS version.
Good news. Orange have written off the cost of most of the calls, and the cost of a new sim. Total damage is £20 (for all calls and a new sim), which is cheaper than the premium would have cost for the insurance. Also Plod have taken more of an interest and are keen to follow-up the calls made from the phone. Sadly, they can only do this if Mrs C makes an appointement to see them on Saturday morning ?!? They can't do it over the phone.
