Phenomenon
In my line of work (I.T.), and probably those of many others, I often come accross the situation where fixing one problem results in a further two new problems occurring - Is there a pattern emerging here?
I have heard of sod's law....
I vaguely understand the Dopplar effect....

There is only one way develop good reliable integrated systems, that is to have one set of brains designing the whole lot.
If you take bits and pieces and try and make them work together then it takes a very good testing regime to perfect.
Of course, the best way costs a lot more money, and there lies the problem.
