Any one know if personnel registrations can be put on retention while you wait at the local DVLA offices ?

They can, as long as all the conditions specified on the application form are satisfied. I've used my local DVLA office (Chelmsford) several times this year including for two retentions, and had a really good and efficient service.
You won't however actually get the retention certificate there and then - it comes in the post. Takes a week or so in my experience.____

They are a right pain when you want to sell the car, you have to receive your retention certificate from Swansea before you are able to sell the car. If the next owner registers the vehicle in their name before Swansea have faffed around, you loose the registration as it goes over with the vehicle!
Last time I sold a car with the registration as it was more hassle than it was worth to do the transfer. The time before that the DVLA fined me for not taxing or SORNing a car I had sold to a motortrader weeks before, because they still hadnt completed the transfer!
The DVLA make it far easier to buy the plate than than to transfer it again!Must stop buying shiny toys....

That is correct, but if you're planning to sell the car the suggestion would be to get the retention done a few weeks in advance rather than wait till the last minute. Not an issue if you trade in at a main agent as they'll usually do the paperwork for you to transfer.____

Once you receive the retention I think you then have to re plate the vehicle!
Swansea messed around for so long with mine that the tax expired on the car that had gone back to the Saab main agent - therefore I got the fine as they hadnt Sorned the car!

Yeah, if you use the local office the transfer off is effective there and then, so you have to replate with the reg number they issued to you straight away (same day). If you send off the request for retention by post, you replate when you get the docs in the post. Whichever route you go, the car either has to be taxed and plated to match, or SORN____

Yes - go to the local office. You will be able to sort it out there and then. V5 will come along in a week or two.

Last time put a reg on retention got V5 back in few days. Went to local VRO & got it either done immediately or picked up temp papers next day (can't remember which). If going to VRO get there first thing before the traders get there.

As long as the retention bit is done and the paperwork is in the pipeline then you'll be fine.
I've sold two vehicles recently where I sold them without the V5 and followed up with the ownership change when it came in. As long as you and the buyer agree's to that and you do a receipt that states when sold. Once the DVLA has got your paperwork the retention certificate will come back to you anyway.
You can buy a car without the V5, as you can apply for a replacement in your name if needs be. A V5 is not proof of ownership.
