easy start/ wd40 seems like a possibility to try - is there agreement that there is no risk with this procedure

No, it certainly isn't a "no risk" procedure - it's a great way to harm a perfectly functional engine, that has other issues (such as failed glowplugs) that are preventing it starting.
You might like to Google "easy start addiction" to help form your opinion.

My Coventry climax fork lift truck has developed a liking for easy start. That has a manifold heater which isn't working I guess. Great fork lift truck though. Ideal for working on land rovers
When I was a young in I had a part time job on a farm
They had the old grey Ferguson tractors ,never start in the cold
Never used easy start as that cost the gaffer money so he used to roll up an old newspaper set it on fire on stick it in the air clear with the filter out never failed
As for waxing he used parrafin in the fuel
Also did it on his old FLT which was a climax with no power steering .now that was a beast
