The only way to resolve motorway overcrowding is to permit undertaking ...simple as. All the whiners that say it is dangerous should focus on the inability of inept drivers to use mirrors and maybe even turn their head 
Ban them off the road I say  21 year LR veteran > D2 GS 2003 > D3 S 2006 > D3 HSE 2009 > D4 HSE 2013 > D4 HSE 2015 > D5 HSE 2018 > DS HSE R-Dynamic P300e 2021

TRUE - and much cheaper than adding the forth lane around the M25.
Now that lots of motorways are 4 lanes wide, have you noticed that the middle lane hoggers don't know which one to use? Sadly most around here seem to have gravitated to lane 3 which now leaves 2 underused lanes on the inside - ie. back to where we started!!!
If only the tax collectors plod would prosecute these dangerous rolling roadblocks things would run much smoother. I was talking to one (Policeman) the other day who said if the middle lane hogger is doing 70mph then nobody should need to go past him anyway - duh...

If only they WERE doing 70 I'd not mind, but they are usually the type to either vary their speed for no good reason from 55-75 OR they are the type to have their cruise set to 65 and their brain switched off.
Combine that with 50% of the motorway traffic driving 3' from the car in front in the outside lane and nobody can get past the Middle Lane Numpty (MLN) without undertaking.
Strict enforcement of correct lane use OR the abolition of the distinction of the OS lane as the overtaking lane are the two answers that come to mind. I know it's not considered "kind" to say no these days, but no. Just no, ok? And if it's not ok, still no.

I think the speed limit also has something to do with "middle lane hogging".
Reasoning: say you drive 70-ish on the motorway and as required move over to the slow lane every time. Usually you are being overtaken by ones who drive just above the limit (but not too fast being afraid of being stopped by police). Therefore such overtaking takes long time due to small speed difference. By the time you get overtaken, due to volume of traffic, usually you get stuck behind slower moving cars on that lane like lorries and have to break to wait for being overtaken and then move to middle lane to overtake the lorry.
Do it few times and you will stay on the middle lane to avoid the nuisance.
I have not noticed middle lane hogging in Germany, where overtaking usually is done much faster as nobody is afraid to break speed limit  D3 XS Manual - gone

Hi Al,
Yes we do. Whenever there is a sign on our Freeways saying "Keep Left Unless Overtaking". Initially this was an advisory sign, but is now regulated.
Nevertheless, some dimwits hog the highspeed lane. I think it is still legal to pass them on the left.
