Wierd Engine Idle. Is it a problem?

The first few seconds of the video show the problem. The idle seems to be stuck and wavering at around 1300rpm and it's surging and dropping. After running the engine for a few minutes the problem goes away and the idle drops down to around 900 where I think it should be.

Does anyone have an idea as to what the problem is?
