Hydraulic howling type noise

When pulling away (especially when cold) or when accelerating from a slow speed I get a howling type squeel. It sounds like a hydraulic motor cavitating or similar. Taken to dealer they say it is the fuel pre-heater and is normal. Sometimes when it squeels I can feel vibration through steering.
Does it more when cold or at altitude.
Any suggestions or previous experience of such a fault?
I suspect the steering pump but dealer says it is not this.

England 2006 Discovery 3 TDV6 SE Auto Cairns Blue

A few of us have had the aircon compressor pulley fail. This runs off the auxilliary drive belts and roars/howls with the pitch increasing with engine revs. Thinking this through, as it's on the auxilliary drive side, you may well get intermittent feedback from the PS pump if another pulley on that side is off balance? I'd be asking the dealer to look at that for you.
