My view is, if your wanting to get past the car in front that is hogging the lane, then under take it! What the hell, your both breaking the rules, so you may as well do it properly!
But if there is no vehicle in your lane and your driving, then is it counted as undertaking because some wants to sit in middle/outside lanes and you are at a speed faster than them??
I guess if you move into the inside to perform the over/under take then yes, but not if your already in that lane !!

Typical is 40-50'ish male in outside and doddery old fart wearing a hat or middle aged woman 2" away from the airbag and rigidly staring ahead in middle lane.....

When I was a teenager I thought 30 was old, when I was in my twenties I thought 40 was old, when I was in my thirties I thought 50 was old.
It can be whatever you want it to be but by my rule of thumb then your own age +20 should get you somewhere close.........

Recent (off record) advice from a trffic cop
If you are travelling in an empty lane 1 at or below the speed li.it and find you are gaining on a group of vehicles in lanes 2 and 3 then you may continue to pass them, provided in so doing you do not prevent them from moving into lane 1. (Which is of course is the lane they should be in unless they are actively overtaking)Rob Smith
